In accordance with federal and state guidelines, and to improve the quality of crime data collected, the Killeen Police Department recently completed the transition from the FBI’s Uniform Crime Reporting (UCR) Program to the National Incident-Based Reporting System (NIBRS).  KPD also follows Texas Incident-Based Reporting System (TIBRS) guidelines for Texas-specific data collection on family violence, sexual assault, hate crime, campus crime, and drug seizures.

As a NIBRS-compliant and certified police department, we will now collect incident and arrest data on 24 offense categories made up of 52 specific crimes, as well as arrest information on 10 lesser offenses.

NIBRS allows agencies to report up to 10 offenses per incident, whereas UCR followed the Hierarchy Rule, which allowed agencies to submit only the most violent or serious offense per incident. Because of the increased specificity and more detailed reporting requirements, it can initially appear as if the City of Killeen is experiencing higher levels of crime.  However, more detailed crime statistics will allow the department to not only conduct more informed policing, but also develop better crime prevention strategies for victim populations or specific locations.

Police Chief Charles Kimble is pleased to announce the Killeen Police Department has earned advanced reaccreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA) for the fourth time since 2010. Certification status represents a significant professional achievement and is confirmation that KPD practices are consistent with law enforcement professional standards.  Accreditation is a continual four-year process.

CALEA’s internationally recognized standards are the highest standards in law enforcement.  Accreditation ensures the department has consistent policies, formalizes management practices and provides for accountability through checks and balances at all levels of the agency.

In order to receive advanced accreditation, the Killeen Police Department was required to meet 484 state-of-the-art standards of proven best management practices set by the Commission. Accreditation is a voluntary invitation for professional law enforcement assessors from CALEA to examine all aspects of the department’s policies and procedures, management, operations, and support services.  The team of out-of-state assessors conducted an on-site visit of the department October 14-17, 2019.

Accreditation standards provide the Chief of Police a proven management system of written directives, sound training, clearly defined lines of authority, and routine reports that support decision-making and resource allocation.  It also provides objective evidence of an agency’s commitment to excellence in leadership, resource management, and service delivery.  Accreditation embodies the precepts of community-oriented policing.  It creates a forum in which police and citizens work together to prevent and control crime.

On March 17, 2020, Chief Charles Kimble, along with Assistant Chief Margaret Young, Commander Ronnie Supak and Mrs. Mary Vazquez appeared before the CALEA Commission to discuss the department’s reaccreditation. During the discussion, CALEA Commissioners analyzed the final assessment report that was submitted and voted to grant CALEA accreditation to the Killeen Police Department. The Killeen Police Department was then awarded reaccreditation on March 27, 2020.

The Killeen Police Department is currently one of only 30 agencies in the state of Texas to achieve and maintain CALEA accreditation.

UPDATE – April 22, 2020

Detectives with the Criminal Investigation Division, Special Victims Unit through there preliminary investigation found that the child obtained a loaded firearm within the residence and caused their own death, accidentally. Autopsy results are pending and Detectives continue their investigation.

At approximately 11:22 a.m., the Killeen Police Department received a 911 call in reference to a shooting victim in the 4500 block of Alan Kent Drive.  Officers arrived on scene at approximately 11:25 a.m. to find a five-year-old unresponsive male suffering from a gunshot wound to the head.  EMS arrived shortly after the initial officers and all first responders attempted life saving measures on the child.  Justice of the Peace Daryl Peters pronounced the child deceased at 12:03 p.m. and ordered an autopsy to be performed.  The Killeen Police Department Criminal Investigation Division is conducting an investigation into this incident.  Further details will be released once more information is available.

On Tuesday, April 21, 2020, at approximately 10:46 p.m., officers were dispatched to IH-14 eastbound near Old FM 440 in reference to a 911 call about a major crash.  Upon the officers’ arrival, they located a gold in color sedan flipped over and fully engulfed in flames.

The preliminary investigation revealed that the sedan was traveling at a high rate of speed northbound on Old FM 440 and went through the stop sign located on Central Texas Expressway.  The vehicle continued to travel across the highway, airborne, striking the center concrete median of IH-14.  Only one occupant was in the vehicle. Justice of the Peace Daryl Peters pronounced Ezekiel DeSean Connor, 29, deceased, at the scene, at 11:40 p.m. and ordered an autopsy to be performed.

The Killeen Police Department Traffic Unit continues to work this fatality and information will be released as it becomes available.

On Thursday, April 16, 2020, Killeen Police Department Officers responded to a residence in the 2600 block of Lazy Ridge Dr. regarding a shots fired disturbance.  After an investigation was conducted it was found that the male occupant had stepped outside of the residence brandishing a handgun and fired once into the air.  Officers were at the residence the hour prior for a criminal trespass violation, disturbance, with this same male occupant.  The male was identified as Trenton Xavier Manns, 25.

At approximately 3:48 p.m., the first two patrol officers arrived to investigate the shots fired disturbance call.  The officers began performing their investigation when Manns walked out of the front door of the residence and pointed a handgun at both officers.  Manns then retreated back into the residence.

After setting up a perimeter around the residence, the Tactical Response Unit was notified and responded to the scene.  During the callout, Manns climbed back and forth to and from the roof of the residence and shouted profanities at the officers.  Tactical Officers were able to take Manns into custody, at one point, when he exited from the roof into the back yard.  Manns was transported to Killeen City Jail.

Officers searched and located the firearm Manns had in his possession previously within the residence.  An expended shell casing was also located in the front yard.

On Friday, April 17, 2020, the Bell County District Attorney’s Office reviewed this case and issued two complaints charging Manns with two counts of Aggravated Assault against a Public Servant.  Manns was arraigned by Justice of the Peace Bill Cooke, who set his bond at $100,000 for each charge.  Manns is currently in the Bell County Jail.

On Wednesday, April 15, 2020, at approximately 2:02 p.m. the Killeen Police Department responded to a motorcycle crash in the 5700 blk of South State Highway 195, Fort Hood Street.  Several witnesses called 911 about the crash.  Officers responded to the scene and requested investigators from the KPD Traffic Unit to respond to the crash scene.  It was found that the operator of the motorcycle, Courtney D. Williams, 27, was traveling southbound on the east side of 195 in the bar ditch area.  Williams was the operator of a 2009 Kawasaki 250cc dirt bike and was jumping the ditch culverts along 195.  Williams lost control of the motorcycle while landing and fell off of the motorcycle causing life threatening injuries.  He was not wearing a helmet.

Killeen FD personnel arrived on scene and provided medical assistance.  Williams was flown to Baylor Scott and White Memorial Hospital by helicopter.

On Saturday, April 18, 2020, Williams succumbed to his injuries and was pronounced deceased at approximately 10:15 a.m. by Justice of the Peace Ted Duffield.  No autopsy was ordered and the case is still being investigated by the Killeen Police Department Traffic Unit.

UPDATE-April 16, 2020

The first responding officer arrived at 11:17 p.m. to the address of the domestic disturbance. The officer exited his vehicle and approached the residence on foot.  The officer saw a single male occupant in a vehicle with its engine running.  The vehicle was in the driveway of the residence and the male occupant was reportedly part of the disturbance.  The male was identified as Brandon Antony Rogers, 35, from Killeen.  The officer gave verbal commands to Rogers, twice, for him to stop the car.  Rogers failed to comply and drove towards the officer. The officer discharged his weapon as he was avoiding Roger’s attempt to strike him with the vehicle.

Additional officers in the area located Rogers fleeing the scene.  A vehicle pursuit ensued and during the pursuit Rogers stopped, exited his vehicle, and fled on foot in the 1400 block of Van Zanten Dr.  Officers later located Rogers hiding in a culvert in the 1300 block of S. 2^nd St.  Officers realized that Rogers was injured and immediately notified EMS.

Rogers was transported to Baylor Scott and White with non-life threating injuries.  Medical staff reported that Rogers injuries consisted of two gunshot wounds, one to the left shoulder and another to the right arm.  Rogers was released from the hospital on the morning of April 14, 2020 and was transported to the Killeen City Jail.    

On Wednesday, April, 15, 2020, the Bell County District Attorney’s Office reviewed this case and issued two complaints charging Brandon Antony Rogers with Aggravated Assault against a Public Servant and Evading Arrest in a Motor Vehicle.  Rogers was arraigned by Justice of the Peace Bill Cooke and Rogers bonds were set at $250,000 and $50,000.  He is currently in the Bell County Jail. 

The officer involved, David Hoffman, has been with the department for 2 years.

This update is to clarify that the two suspects were in custody when the complaints were issued therefore, no warrants were issued by Justice of the Peace Bill Cooke.   

UPDATE – April 2, 2020

Through the investigation, detectives with the Homicide and Organized Crime Units were able to determine that this incident was a narcotics transaction.  Two suspects were identified and on Wednesday, April 1, 2020, this case was reviewed by the Bell County District Attorney’s Office.  Complaints were returned charging De’Jauna Monte Williams, 18, and Cedric Vernon Henderson Jr., 19, with Murder.  Justice of the Peace Bill Cooke issued warrants for their arrest. 

Williams turned herself into the Police Headquarters and Henderson was located and apprehended in the 2000 block of Trimmier Road without incident.  Justice of the Peace Bill Cooke arraigned Williams and Henderson, setting their bond at $1,000,000 each.  Williams and Henderson are currently in the Killeen City Jail.

Killeen Police Investigate a Murder on Hereford.

On Sunday, March 29, 2020, officers were dispatched to the 3300 block of Hereford Lane in reference to a 911 call about a shooting victim at approximately 10:00 p.m.  Upon the officers’ arrival, they located a female lying in the roadway suffering from a gunshot wound.  She was immediately airlifted to Baylor Scott & White in Temple in critical condition.

The 20 year-old female victim succumbed to her injuries and was pronounced deceased by Justice of the Peace David Barfield at 11:44 p.m. at the hospital.  He ordered an autopsy to be performed at the Southwestern Institute of Forensic Sciences in Dallas.
