UPDATE – February 14, 2020

This is an update following the press conference held on Monday February 10, 2020.

The victim has been identified as Teckla Domesca, 19 of Killeen.

On Monday, February 11, 2020, at approximately 9:28 PM, officers were dispatched to the 1000 block of Cedar Dr. in reference to a potential medical call.  A caller advised that there was an individual not moving near the front porch of the residence.  Upon officer’s arrival, they found that the victim suffered from a gunshot wound.    

Justice of the Peace Daryl Peters pronounced the victim deceased at 10:11 PM. He ordered an autopsy to be performed at the Southwestern Institute of Forensic Sciences in Dallas.

Detectives with the Criminal Investigation Division, Homicide Unit, continue to investigate this case. UPDATE – February 13, 2019
On Wednesday, February 12, 2020, the Bell County District Attorneys’ Office reviewed this case and returned a complaint charging Anthony Taylor Masters-Gutierrez, 27, with Murder. He was arraigned by Justice of the Peace Bill Cooke and bond was set at $1,000,000. He was transported to the Bell County Jail after arraignment.

The victim is identified as John Dearmontrice Mitchell, 27, of Killeen.

On Monday, February 10, 2020, at approximately 5:27 P.M., officers were advised by Ft. Hood personnel that a subject was at the East Gate claiming to have murdered his roommate. Officers met with the subject and ascertained an address in Killeen where this may have occurred. Officers then went to the 2300 block of Andover Dr. and located a deceased individual within an apartment at that location.

The victim was pronounced deceased at 6:14 P.M. by Justice of the Peace Daryl Peters. He ordered an autopsy to be performed at the Southwestern Institute of Forensic Sciences in Dallas. The suspect was taken into custody and is in the Killeen City Jail.

On February 12, 2020, the Killeen Police Department, in partnership with the Killeen Independent School District, conducted a traffic enforcement detail.  This was an effort to address complaints related to motorists failing to stop for school buses picking up and dropping off students as required by law, at various locations in Killeen. 

The detail consisted of a Traffic Unit officer riding the bus for the entirety of the bus route and calling out locations and violations by radio to other officers in the area.  This took place on a bus route in the northeast area of Killeen, from about 6:00 AM to 8:30 AM.  The project was met with enthusiasm by the many stakeholders, including residents of Killeen, the bus driver, and other members of the Department and the school district.  This morning one violator was stopped and a citation was issued.

It is important to remember that the primary goal in any proactive law enforcement detail, particularly those related to traffic safety, is compliance.  We would like to thank the many motorists who demonstrated concern for the safety of students by complying with the law.  We would also like to thank the community and local media for the overwhelmingly positive response to this effort.  We intend to expand this detail to other parts of the city in the near future, and will announce other dates as appropriate.

The Killeen Police Department has received several complaints regarding motorists failing to stop for school buses picking up and dropping off students along various bus routes.  In addition to being a violation of state law (TRC 545.066), this represents a serious safety concern for the children in our community. 

To address this concern the department has partnered with Killeen Independent School District and will conduct a traffic enforcement detail.  In this detail, an officer will ride on a school bus and notify other officers in the area of violators.  Those officers will strictly enforce laws related to the failure to stop for school buses.  The first of these details will take place on Wednesday, February 12, 2020 from 6:00 a.m. to 9:00 a.m., along a school bus route in the northeast sector of Killeen.

Citizens are encouraged to comply with all laws, and asked to pay particular attention to their surroundings while operating a vehicle in proximity to a school bus.

On Sunday, February 9, 2020, at approximately 10:43 A.M., officers were dispatched to the 400 block of Wisconsin Drive in reference to a welfare concern.  Upon the officers’ arrival, they located a white female identified as Ann Smith Evans, 64, deceased. 

Evans was pronounced deceased at 11:47 A.M. by Justice of the Peace Bill Cooke. He ordered an autopsy to be performed at the Southwestern Institute of Forensic Sciences in Dallas.

On January 29, 2020, at approximately 1:40 PM, a woman called the Killeen Police Department to report that an unknown person had stolen her food truck.  Rosalind Edwards, 53, reported an unknown male driving a green truck towed her 2019 Concession food trailer from her driveway in the 3500 block of Dustin Court.   Edwards advised she tried to catch the person, but was blocked by an unknown person in another vehicle. 

An investigation into the alleged theft revealed the food truck had not been stolen.  It had been repossessed by the owner.  Edwards had not fulfilled her obligations with the owner when she purchased the food truck.  Edwards was aware the food truck had not been stolen, but had in fact been repossessed before she filed a police report with the Killeen Police Department. 

Detectives obtained a warrant for False Report to a Police Officer, issued by Justice of the Peace William “Bill” Cooke.  Killeen police officers arrested Edwards on Saturday, February 1 on the warrant and transported her to the Killeen City Jail.  Edwards was arraigned by Justice of the Peace Daryl K. Peters and he issued a $5,000 bond; Edwards has been released on bond.

We’d like to take a moment to acknowledge Retired Captain William Victor Mangerich, 101, who passed away on Tuesday, January 21, 2020.

Captain Mangerich (Ret.) served in the United States Army during World War II. Following his time in the military, Capt. Mangerich (Ret.) joined the Killeen Police Department in 1949 where he began his career as a patrolman.  He served in various assignments throughout the department for 30 years and retired in 1979 as a Police Captain.  He was well respected by all those he served with and those he served.  Captain Mangerich (Ret.) was the first Police Officer to retire in the department’s history.

He was preceded in death by his parents, a brother Walt, his sister Monika Rettng, his first wife Leone Marie Mangerich, and ex-wife and friend Nellie Faye Mangerich. Survivors include daughter Carolynn Champlin (Eugene) of Killeen, grandsons Billy Gene Champlin(Teri) and Terry Wayne (Tammy) of Killeen and great grandchildren Bailey, Paige, Aiden, Cayce, Cody and Clayton Champlin all of Killeen.

The funeral services for Captain Mangerich (Ret.) will be on Friday, January 31, 2020 at the First Baptist Church Trimmier.  Burial will follow with Police Honors at Live Oak Cemetery in Youngsport.

UPDATE – January 14, 2020

Through the investigation, it was determined that the suspect, Jason Wayne Brooks, 42, was not armed during this incident.  Brooks had an active parole warrant for Parole Violation and was charged with Evading Arrest or Detention and Possession of Drug Paraphernalia.  Brooks is currently in the Bell County Jail. 

Probationary Police Officer, Jose Rosado, who was hired in 2018, will remain on administrative leave pending the results of the two investigations.

Killeen Police Investigate an Officer Involved Shooting.

On Sunday, January 12, 2020, at approximately 11:14 a.m., officers were dispatched to the Holiday Terrace Motor Hotel located at 1708 E. Veterans Memorial Blvd. in reference to a criminal trespass.

Upon the officers’ arrival, they were advised the male suspect fled on foot eastbound.  During the course of the investigation, the suspect was located on Terrace Drive.  During the confrontation, the officer gave several commands to the suspect, when the officer discharged his firearm.  No injuries were reported and the suspect was detained and transported to the Killeen City Jail.

The department will conduct two separate investigations of this incident: one by the Criminal Investigation Division and another by the Internal Affairs Unit.  According to standard procedures, the officer has been place on administrative leave pending the results of the investigations.
