Killeen Police Investigate Death of Fort Hood Soldier
Killeen Police are investigating the death of a Fort Hood soldier on Cantabrian.
Officers received a report of possible deceased male in the 3300 block of Cantabrian on Tuesday, January 13, 2015 at 8:06am. Upon the officers’ arrival they located a deceased male lying face down in front of his residence. During the investigation the officers learned that the male was a 24 year old Fort Hood soldier who had recently returned from West Africa. Due to conditions in West Africa and because the male’s cause of death was unknown at the time, precautionary measures were put into place.
Officers deployed the City of Killeen HAZMAT Team to respond to the residence at 3306 Cantabrian. Justice of the Peace Bill Cooke pronounced the male deceased at 8:26am and ordered an autopsy to be performed. The male’s body has been removed and taken to the Carl R. Darnall Army Medical Center to run a test for Ebola; we should learn the results of that test by the end of the day.
There is no confirmation that Ebola is present. Because of the circumstances surrounding this death the Killeen Police Department felt it was better to err on the side of caution in the interest of public safety. This investigation is in collaboration with Fort Hood authorities.
The name of the soldier has been withheld at this time due to notification of his next of kin.
Detectives continue to investigate this death and information will be released as it becomes available.

KPD Arrests Robbery Suspects
Killeen Police arrest two men after they rob a local convenience store.
Officers responded to a 911 call on Thursday, January 1, 2015 at 7:10pm, after being told the Seven Days Convenience Store located at 1408 E. Rancier had just been robbed. As officers were in route to the area they were told that a black male with a tattoo near his left eye, wearing a blue hooded jacket and a red, white and blue bandana across his face, entered the store and demanded money from the attendants. A weapon was not displayed however the suspect made reference to having one. The suspect then fled the store with an undisclosed amount of money and entered a dark colored Land Rover with a partial license plate bearing CJT5, driven by a white male adult wearing a green sweatshirt. Officers searched the immediate area but were unable to locate the vehicle at that time. An officer who was patrolling his area shortly after the robbery, drove past a Shell gas station in the 1100 block of South Fort Hood St. and saw a dark colored Land Rover at the gas pumps, he then saw a white male wearing a green sweatshirt walking around the back of the vehicle. As the vehicle was leaving the gas station, officers stopped the vehicle with two occupants matching the description of the suspects from the recent robbery in the 1300 block of South Fort Hood St.
The two male occupants were identified as those who were involved in the robbery of the Seven Days Convenience Store and taken into custody. As officers were inventorying the vehicle they also found evidence from the same robbery.
This case was reviewed by the Bell County District Attorney’s Office and a complaint was returned charging 26 year old Jeffery Jamal Smien Jr. and 30 year old Kourtney Obrian Scott with Robbery. They are currently in the Killeen City Jail awaiting arraignment on January 3, 2015.

Killeen Police Seek Man Wanted for Robbing Golden Corral
Killeen man wanted for robbing Golden Corral in Killeen, on October 22, 2014.
Officers responded to the Golden Corral located at 1420 E. Central Texas Expressway at 10:15pm, after receiving an alarm and a 911 call telling them the business had just been robbed. Upon the officers arrival they met with the manager who told them a Hispanic male had just robbed him at gunpoint.
The manager told officers that he was walking an employee out into the parking lot when he saw a former employee in the parking lot. The three began to talk until the current employee left. The former employee then showed the manager a handgun and forced him back inside the business. Once inside he forced the manager back to the office and made him open the safe. Another employee was inside the office at the time and he had her lay down onto the floor. The suspect then tied up the manager and employee using cords from the surveillance equipment and fled in one of the employee’s vehicle; that vehicle was later found abandoned in the 2900 block of Illinois.
The detectives had this case reviewed by the Bell County District Attorney’s Office and a complaint was returned charging Orlando Enrique Fleischlauer, also known as Orlando Pabon-Fleischauer, with Aggravated Robbery. A warrant was issued by Justice of the Peace Garland Potvin for his arrest.

Killeen Police Arrest Man for Aggravated Assault on a Peace Officer
Officers with the Killeen Police Department and the Bell County Sheriff’s Department work together to arrest a Killeen man charged with Aggravated Assault on a Peace Officer.
On Friday, October 24, 2014, detectives with the Killeen Police Department obtained a complaint affidavit from the Bell County District Attorney’s charging 25 year old Harlan Lee Conway with Aggravated Assault on a Peace Officer. This charge stemmed from an incident on Wednesday, October 15, 2014, in the 5000 block of Saddle Ridge Dr., when Conway charged at the officer with a knife; Conway was detained at that time but later released for further investigation into the incident.
Killeen detectives have been attempting to serve this warrant since it was issued by Justice of the Peace Bill Cooke on Friday, October 24, 2014, but were unable to locate Conway. Through their investigation they learned of a residence on Oakala Rd. where it was believed that Conway was staying. Deputies with the Bell County Sheriff’s Department and detectives with the Killeen Police Department arrived at that residence earlier today. Before they could speak with anyone at the residence, Conway was seen coming outside then going back inside. They were able to convince him to surrender and he did so peacefully just before 6:00pm this evening.
Conway was taken into custody by the Bell County Sheriff’s deputies and transported to the Bell County Jail where he awaits arraignment. Justice of the Peace Bill Cooke recommended a $250,000 bond for the Aggravated Assault on a Peace Officer charge.
The Killeen Police Department continues to investigate this case and other allegations that have been made. Because these allegations are in the early stages of investigation, we decline to comment on them at this time.

Killeen Police Seek Witness in Pine Drive Homicide
Killeen Police have released a sketch of a person who is a possible witness in regards to the Homicide that occurred at 1404 Pine Drive during the early morning hours on Monday, October 20, 2014. This person was seen in the area during the early morning hours and possibly has information that is pertinent to this case.
Detectives investigating this Homicide are asking if anyone can identify this person or knows how to make contact with him. They believe he has information that could assist in solving the case. Detectives are asking this person to contact them at 254-501-8936.

KPD Asking for Help Identifying Suspects Using Stolen Debit Card
Killeen Police are asking for the community’s help identifying two suspects using a stolen debit card.
Officers filed a report for a burglary of a vehicle that occurred between 6:00 pm on Wednesday, September 3, 2014 and 8:00 am, on Thursday, September 4, 2014, in the 4300 block of Mallard Lane. Officers were told by the victim that someone burglarized their 2010 Honda Civic. The victim noticed that several items, to include a debit card, were missing. The victim learned that the stolen debit card was used at various stores in Killeen.
Detectives provided photographs of two suspects exiting a store after using the stolen debit card. The suspects appear to be white males that are medium build. The first suspect is wearing glasses, a black baseball cap, blue shirt, gray sweatpants and black tennis shoes. The second suspect is wearing a black baseball cap with a red bill and light lettering, a black t-shirt with a design on the front and blue jeans. The suspects drove away together in a black sedan.

KPD Investigates Homicide on Pine Dr.
Killeen Police investigate a shooting on Pine Dr.
Officers responded to the 1400 block of Pine Dr. on Monday, October 20, 2014, at 5:30am, after receiving numerous calls about shots being fired in the area. Upon their arrival, they found a 64 year old female in her driveway with a gunshot wound. Justice of the Peace Garland Potvin pronounced the victim, Christine Watkins, deceased at 6:05am, an autopsy was ordered to be performed at the Southwestern Institute of Forensic Sciences in Dallas.
The Criminal Investigation Division continues to investigate this homicide and information will be released as it becomes available.
There is no one in custody at this time and no suspect information; therefore we are asking for the community’s help.

Crime Stoppers Asking For Help Solving Arson
The Killeen Fire Marshal’s Office is investigating an Arson that occurred at a vacant residence located at 2606 Tracey Circle on Thursday, August 28, 2014, just before 1:30am. Multiple fires were set within the residence with an ignitable liquid. The investigation revealed that the suspects were seen in the area parked on Tucker Drive in a silver four door vehicle, possibly a Kia, when one of the suspects exited the vehicle with a gasoline container. The suspect was seen running from Tracey Circle with a gasoline container towards Diane and Tucker Dr. The suspects then fled in the silver four door vehicle. The suspects were seen driving in the area before and after the fire.

KPD To Conduct A Special Enforcement Traffic Detail
The Killeen Police Department Special Operations Section, Commercial Vehicle Enforcement Unit will conduct a special Multi-Agency enforcement operation on Thursday, October 30th, 2014, for violations of the Federal Motor Carrier Safety Administration CFR 49, Texas Transportation Code, and for Texas License and Weight violations.
Inspections will be conducted on Commercial vehicles in commerce operating in the City Limits of Killeen. Commercial vehicles are defined as vehicles that have a GVRW, Combined GVRW, Registered weight, or Actual weight of 26001 lbs. or more and Vehicles carrying any placard amount of Hazmat material.
This special enforcement operation is conducted to make sure large commercial trucks are complying with Federal and State laws and the vehicles are kept in a safe operational manner. Due to their large size and weight, the vehicles need more distance to stop and maneuver through traffic. Trucks will be inspected for the following: Tires, Log Books, Tarps, Brakes, Frames, and load Securement, just to name a few.

KPD SWAT Team Competes in CEN-TEX SWAT Challenge
The Killeen Police Special Weapons and Tactics Team awarded first place in the 2014 CEN-TEX SWAT Challenge Overall.
Several members of the SWAT team competed this weekend on Fort Hood in four separate courses; Individual Shooter, Individual Agility, Team Shoot house and Team Obstacle Course. Over the three day event, the team was challenged not only physically and technically but mentally as well. With tough competition and outstanding support, the team was awarded first place in the 2014 CEN-TEX SWAT Challenge Overall and brought home the Hornsby Cup. The Hornsby Cup has been identified as the Overall award for the winning team of the Cen-Tex Challenge. This award was established last year after the death of Killeen Police Department SWAT Officer Robert “Bobby” Hornsby who was killed in the line of duty during a SWAT Operation.
The competition team members were Officers Alejandro Sune and Zack Akers, Detectives Michael Truelove, Miguel Mirabel, David Daniels and Byron Goodsby. Detectives Jason Petty and Steve Kirk were support elements. Officer Akers was awarded first place in Individual Shooter and Officer Sune was awarded Second Place in Individual Shooter. The team was awarded first place in both Shoot House and Obstacle Course.
The Cen-Tex SWAT Challenge Organizer’s has received approval from the Dinwiddie Family to name an award after him, CHUCK’S CUP was established and it will be awarded to the Top Individual winner; the Top individual winner consists of the Individual Shooter and Individual Agility course combined times. On May 11, 2014, Detective Charles “Chuck” Dinwiddie succumbed to his injuries from a gunshot wound during a SWAT Operation.
The team would like to thank everyone who supported the efforts put forth by the competition team. Many long hours of training and support went into the preparation for this year’s competition and could not have been accomplished without those who supported the team’s efforts.
