KPD Investigates Fatal Crash on Stan Schlueter

Killeen Police investigate an afternoon fatal crash involving a motorcycle on Stan Schlueter.

The Killeen Police Department received 911 calls at 2:50pm, indicating a major crash involving a motorcycle in the area of Stan Schlueter and Robinett had just occurred.  Officers responded to the area to find a male lying on the roadway and a red Honda motorcycle lying nearby.

The preliminary investigation revealed that the male motorcycle rider was driving erratically as he was traveling eastbound on Stan Schlueter, a Peterbilt 18 wheeler truck and trailer were also traveling eastbound on Stan Schlueter.  Witnesses advised the 18 wheeler was traveling in the outside lane in the 3900 block of Stan Schlueter and began to turn south into a private drive, the motorcycle crossed two lanes of traffic in the 3900 block of Stan Schlueter and attempted to pass the 18 wheeler, as it was turning into the private drive, causing the motorcycle to collide with the trailer portion of the 18 wheeler.  The driver of the motorcycle was pronounced deceased at 3:25pm, by Justice of the Peace Bill Cooke; an autopsy has not been ordered at this time.

The identity of the victim has been withheld pending the notification of his next of kin.

This crash continues to be investigated by the Killeen Police Department Traffic Unit and information will be released as it becomes available.

KPD Needs Help Identifying a Suspect in a Fraudulent Use of Identifying Information Case

Killeen Police need the community’s help identifying a suspect in a Fraudulent Use of Identifying Information case.

Officers filed a report of Fraudulent Use of Identifying Information on Monday, May 4, 2015. The victim of the Identity Theft found out a suspect used the victim’s name and personal information as the recipient of funds on two forged checks, which were previously reported stolen by their owners.  The suspect took the checks to the Ace Cash Express, cashed them and left with an undisclosed amount of money. Detectives obtained this photograph of the suspect.

ACCREDITATION ASSESSMENT TEAM INVITES PUBLIC COMMENT

Killeen, Texas, December 6-9, 2015―A team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®), will arrive December 6, 2015, to examine all aspects of the Killeen Police Department’s administration, personnel, operations, and support services, Chief Dennis Baldwin announced today.

Verification by the team that Killeen Police Department meets the Commission’s state-of-the-art standards is part of a voluntary process to gain reaccreditation, a highly prized recognition of public safety professional excellence.  The Killeen Police Department is currently certified with an Advanced CALEA accreditation; the department went through its initial assessment in December 2009.

As part of the on-site assessment, agency personnel and members of the community are invited to offer comments at a public information session Monday, December 7, 2015, between the hours of 6:00 p.m. and 8:00 p.m.   The session will be conducted in the City Hall Council Chambers, at 101 N. College St. , Killeen, Texas.

If for some reason an individual cannot speak at the public information session, but would still like to provide comments directly to the assessment team, he or she may do so by telephone.  The public may call (254) 616-3110, an unrecorded dedicated line, on Tuesday, December 8, 2015, between the hours of 9:00 a.m. and 11:00 a.m.

Telephone comments as well as appearances at the public information session are limited to 10 minutes and must address the agency’s ability to comply with CALEA standards.  A copy of the standards is available at the Killeen Police Department.  Local contact is Assistant Chief Margaret Young who can be reached at (254) 501-8820.

Persons wishing to offer written comments about the Killeen Police Department’s ability to meet the standards for accreditation are requested to write: Commission on Accreditation for Law Enforcement, Inc. (CALEA®), 13575 Heathcote Boulevard, Suite 320, Gainesville, Virginia  20155.

The CALEA program manager for the Killeen Police Department is Mr. Randy Scott.  The assessment team is composed of public safety practitioners from similar, but out-of-state agencies.  The assessors will review written materials, interview individuals, and visit offices and other locations where compliance can be witnessed.

The assessors are Deputy Chief David Newlan, of the Cape Coral Police Department, Florida, and Sergeant Michael Halloran of the Loveland Police Department, Colorado.

Once the CALEA Assessors complete their review of the agency, they report back to the full Commission, which will then decide if the agency is to be reaccredited.

Accreditation is for four years, during which the agency must prove continued compliance via remote inspections annually with those standards under which it was initially accredited.

KPD Investigates a Fatality Crash on Trimmier Road

Killeen Police investigate a fatality crash on Trimmier Road.

Officers responded to a 911 call on Friday, November 13, 2015 at 12:13pm, telling them of a crash that occurred in the 5400 block of Trimmier.  Upon the officers’ arrival they located a black Chevy Camaro in the roadway and a gray Ford Taurus flipped on its side.

The preliminary investigation revealed that the Chevy Camaro was traveling northbound on the outside lane of Trimmer and the Ford Taurus was traveling southbound on Trimmier attempting to turn east onto Nicholas Circle when the Camaro broad-sided the passenger side of the Taurus.  The Camaro was occupied by four occupants and two were transported with non-life threatening injuries.

The female passenger of the Taurus, 66 year old  Francine Winbush of Killeen, was pronounced deceased at 1:26pm by Justice of the Peace Garland Potvin and pronounced the driver, 60 year old Michael Keith Lockett of Chicago, deceased at 1:27pm.  He has ordered an autopsy to be performed at the Southwest Institute of Forensic Sciences in Dallas.

The Killeen Police Department Traffic Unit continues to investigate this fatality and information will be released as it becomes available.

Killeen Police are investigating an afternoon shooting of a teenager.

Officers responded to the 600 block of Bishop Drive on Wednesday, November 11, 2015, at 3:33pm, after receiving a 911 call telling them a male at the residence had been shot.  Upon the officers’ arrival, they located a 15 year old male with a gunshot wound to his chest.  The victim was transported to the McLane’s Children’s Hospital in Temple, in serious condition.  The victim was unable to tell the officers where this shooting took place.

Killeen Police Asking for Assistance Identifying a Person of Interest

Officers responded to the Family Dollar store at 416 W. Rancier Ave. on Thursday, October 15, 2015 at 8:33pm, in reference to an aggravated robbery.  The reporting party told officers that two males wearing masks entered the store. One suspect waited by the door as the other suspect pointed a weapon at the employee and demanded money.   The suspects fled the store with an undisclosed amount of money. No one was hurt during this robbery.

A person of interest, possibly related to the aggravated robbery, has been identified as being in the store on a previous occasion and detectives have attached photographs of him.

KPD Asking for Help from the Community in Identifying two Burglary Suspects

On Monday, October 12, 2015, officers responded to the Motel 6 at the 800 block of E. Central Texas Expressway in reference to a burglary.  Officers were told, by the reporting parties, that several of their personal items were missing from their motel room.  The security video shows two males walking the hallway trying to open doors. When the suspects got to the victims room they opened the door and took the victims property.

KPD Warns Citizens of Email Scams

Killeen Police would like to inform citizens of con artists that have increased their efforts to obtain money from law abiding citizens.

There are two different emails that are currently being sent out to citizens all over Texas and they are scams.

One email scam will state that there was an issue with your last ATM Withdraw and will instruct the recipient to download a re-activation form. The email will look like this one:

Killeen Police Charge Suspect in 2014 Murder Case

Officers responded to the 1400 block of Pine Dr. on Monday, October 20, 2014, at 5:30am, after receiving numerous calls about shots being fired in the area. Upon their arrival, they found a 64 year old female in her driveway with a gunshot wound. Justice of the Peace Garland Potvin pronounced the victim, Christine Watkins, deceased at 6:05am.

Detectives followed numerous leads and continued to investigate this case.  Through their investigation, they were able to identify a person involved in this murder.  This case was reviewed by the Bell County District Attorney’s Office and on October 1, 2015, a complaint was returned charging 30 year old Andrew Lenard Hardesty with Murder.   On Tuesday, October 06, 2015, Justice of the Peace Bill Cooke issued a warrant for his arrest and recommended a $1,000,000 bond.  Hardesty is currently in the Bell County Jail on unrelated charges.

Killeen Police Department Participates in Prescription Drug Take-Back Program.

The Killeen Police Department is participating in the DEA Drug Take-Back Initiative that allows for collection of medications that are no longer needed or wanted. This is a great opportunity for those who missed the previous events, or who have subsequently accumulated unwanted, unused prescription drugs, to safely dispose of those medications.

Beginning Monday, October 5, 2015, and continuing through the weekend through Sunday October 11, 2015, citizens who missed the September Drug Take Back, will be able to leave unwanted drugs with the Desk Officer on duty in the lobby of the Killeen Police Department Headquarters located at 3304 Community Blvd or the Desk Officer on duty at the North Precinct located at 402 N. 2nd St. The DEA will later collect these items for proper disposal.

The National Prescription Drug Take-Back Day aims to provide a safe, convenient, and responsible means of disposal. It is important for our citizens to remember that you should not flush unwanted prescription drugs down the toilet, put them in the trash or leave the unwanted medications where others might reach them.

We encourage everyone to take advantage of this opportunity to safely dispose of unwanted, unused prescription drugs.
